Hi Zach, after 2...a6, the best move for white is not actually 3.Nc3, it is 3.c4 leading to a maroczy type position, or 3.c3 leading to an alapin type position
On a3 I prefer playing c4 in order to creater a maroxy bind. Makes the white bishop passive on d3. But gives space and time to push kingside pawns and attack
I actually tried this system against e4 against a 1900, he played c4 and went for a moroczy bind it was an interesting game, and i think i recall that c4 is the most common move in a master's database

I'd like to suggest c3!? on move 3 versus a6. The idea is to get into Alapin positions (3.d5 4.exd5 Qxd5 is forced if black doesn't wanna be worse) but white already has Nf3 against a6 which is a huge bonus
I also once got surprised by this opening. Now I know, c4 is good, simple Maroczy bind system. Tends to be more positional and you will definitely Not get steamrolled in the opening

Main moves are c3 (preparing d4) or c4 going for the Maroczy Bind. Both are critical tests for the O'Kelly because O'Kelly is fundamentally dubious. The only trick in the position is literally that white CANNOT and should not go d4. Otherwise, a few moves down the line, Black gets the PERFECT version of Sveshnikov on steroids.

After a3, e4, Qd4 it is obvious that the move Bc4 is winning, you don't need to look for other moves there, you should not spend time on any other variation, the line does not work so you look for something else

Sorry, but out-prepped on move 2 isn't acceptable. I know you'll agree. At this level you have to at least know a plan for all the possible variations in the first few moves. A good lesson though, let's take the positives and move on!!

Against the O’Kelly 3.c3 or 3. c4 are considered best. It is a sideline for sure but I’m surprised you’d not seen it before.
