I don't understand how V1 can speak and feel emotions, but wasn't able to learn how to make a reliable source of blood, considering the tech level in ultrakill he should be able to just upload instructions into his system on how to run an industrial ranch for cows/pigs.
Personally I don't think the canon V1 can feel complex emotions, nor does it care to learn how to sustainably provide blood to itself in any way other than killing. Now as for the V1 I wrote, he's still genuinely too stupid to figure that out
