I have a question "The escaped subjects have overrun the facility. Emergency response has been scrambled." Does emergency response have been scrambled mean emergency response has been triggered or has been disabled?
Scrambled in this context means activated and on the move I believe. Such as saying "fighter jets have been scrambled", meaning they're on the move and heading to the area.
