The barrenness of lap 2 is definitely a deliberate decision. People die when they are killed. It's the cost of war. The Victory Run is tomorrow. If you want all the characters to follow you in escape, you'll want to defeat Pizzaface again first. Otherwise, you can just use the door to the final level. Congratulations!

Something that not a lot a folks might consider is doing the secrets on the 2nd lap in this one -- at least the ones where not having a gun could be faster -- could be an argument for the empty lap 2 thing.
part of me hopes raocow attempts to P Rank Crumbling Tower via the final boss so that we properly get a credits sequence along with a brand new judgement to go along with all the P's and S's, though I kinda doubt it'd happen, due to the final boss being rather lengthy, and a little annoying. Still, it's a fun thought, though. Whenever I replay this game, I always save the Face-Off achievement for last, so that I get that nice little credits sequence as I wind down from 100%ing the game again.
War as a level preys upon you having not mastered peppino's controls and nuances yet. After P ranking everything else it turns from a final frontier into something much more managable.
If there was a likely culprit for your running out of time on the first attempt, I'd put it as the failed rocket run because of that unblasted target box. That probably cost you 6-8 seconds, which probably would've been enough to get to the door.

War might seem imposing for P ranking, at first, given the difficulty most people likely have with it their first time beating it, but it really isn't that bad for P ranking. Since the entire basis of the level is beating it under a tight time limit, it has a relatively simple, straightforward design compared to the other levels of its tier (Gerome is basically the only thing you really have to go out of your way for, and even he's almost right next to the main path). And it's a route you've already learned just by learning to beat it, whereas with other levels you might have to figure out the best route for a P rank as opposed to just beating it,
I think I said this the first time WAR came around, but 101% Speedrunners (all squares, which ends up requiring all P-Ranks) will do the secrets for WAR on the second lap, because of how the Gun changes Peppino's movement.
3:53 That Cardboard Tank is very annoyingly placed and will hit you, if you don't know it's coming. 4:34 Sometimes they do like the one at 4:01, but usually they don't. 4:52 That Kentucky Bomber often likes to drop a bomb at the EXACT time I try to go past him. Judging by the animation he was about to drop a bomb on you, but he got scared. 7:40 - 7:48 I've lost my combo here by not being able to hit/kill any clones. You just need to get lucky I guess. 8:28 It was an accumulation of many small time losses, which accounted to a lot of lost time. 10:58 The leftmost Cardboard Tank in the second secret sometimes hits you, but is unlikely to make you lose your combo thankfully. WAR may be the hardest level to beat, but is deceptively easy to P rank (second try is still impressive). If you're good enough, you can get a P rank while having more than a minute left on the timer.

but you can restart Crumbling Tower of Pizza without having to restart the boss, so it shouldn't be an issue
