沙漠底下地下水过度使用，不知对环境的长远影响如何？毕竟平均年降水量远远小于年蒸发量，说明目前有的地下水是几千几万年积累的。
个人觉得应该把水从国家东部或西南往西，一站一站地利用西部可再生能源（并网进入中东部电网），往西送（主要是地势是西高东低，所以需要消耗能量往西送，让水往上流）。
这些水就在西部循环使用，用于植被和造林和农业，改善气候条件，增加西部当地降雨量。积少成多，经过三十年，西部的水应该会增加吧。在西北科学循环使用水可以参考南沙岛屿利用太阳能和风能来驱动，形成可持续发展。
