That tank drain pipe configuration needs better explanation for it's purpose. If it's for a hot water re-circulation setup, then probably more convoluted than it needs to be. And possibly more prone to clogging up from the sacrificial anode slowly disintegrating, as it's designed to do over time. Depending on the age of the water heater, the anode rod may need to be removed and inspected (& possibly replaced). The wall timer can help save on electric bills, if it functions as designed. Or maybe consider replacing the defective wall timer with a 25 amp double-pole on-off switch, so that the home owner could switch on the heater 1/2 hour before taking a shower or doing the laundry, and leave it powered off the rest of the time.
Everything is natural gas out here. second timer I seen on a water heater in 2 days on you tube. we dont turn our gas heaters on and off every day other one was in florida kinda wiered to me looks like you might have a gravity recirc system they dont use a pump . but that timer I dont know the other guy did the samething eliminated the timer because it was burnt up like yours

Best thing to do would be to disconnect that timer box and get rid of it altogether
replace with disconnect
That’s a heat recovery system tied into ac, unless it’s the original ac unit it will pretty much always be cut and capped outside by condenser

Hard to tell but those wagons are only rated down to 12awg and that looks like 10awg
