HIPAA

HIPAA stands for the Health Insurance Portability and Accountability Act, which is a US federal law passed in 1996. The primary goal of HIPAA is to protect the privacy and security of patients' medical information.
HIPAA establishes standards for the protection of sensitive patient information, including personal information, medical history, diagnoses, treatment plans, and insurance information. The law also sets requirements for healthcare providers, insurance companies, and other entities that handle patient health information.
HIPAA applies to covered entities and their business associates. Covered entities include healthcare providers, health plans, and healthcare clearinghouses that conduct electronic transactions. Business associates are individuals or entities that provide services to covered entities and have access to protected health information.
HIPAA compliance is essential for covered entities and their business associates to ensure the privacy and security of patient health information. Failure to comply with HIPAA regulations can result in severe penalties, including fines, loss of reputation, and legal action.

HITRUST is a framework that essentially charges healthcare organizations and their providers to demonstrate their security and compliance in a manner that protect health/patient information. Just like Emily pointed out, CONTROLS are key in achieving this goal. In terms of controls, one can argue that HITRUST CSF is more comprehensive than NIST CSF in the sense that, HITRUST has about 1800 security controls compared to NIST with a total of 108 security controls.
