Yeah, Oblivion guards are literally psychic. You could have no witnesses, sight eye completely dark, and if you touched something, the guards would know about it and force you to pay up.

Stealing in Skyrim; exploitable, not glitch free, easy as pie with extremely high stealth and pickpocket, pretty much easy even on the hardest difficulty. Stealing in Oblivion; every guard within a mile of you knows your location, you can't run, you can't hide, they will always find you, and they will beat you to death with your own shoes. Stealing in morrowind; NPCs don't sleep, house owners are always a level 25 times higher than yours, and guards hunt you mercilessly. But once you pull off good stealth and theft levels you are golden...
As for Oblivion, I’m sure sure if 100 sneak is needed or not but mine was when I cheesed the tutorial so anyway, the way I steal in Oblvivion first I acquire at least 5 black soul gem and filled them with bandit souls, then when I unlock arcane University from mage guild quest line I buy at least 5 pieces of clean clothing and jewerly then with black soul gem I enchant chameleon in each pieces of equipment with 20 points each, 20x5=100 and when I did that I was able to steal freely without getting bounties, and without using sneak stance even once, and with that Chameleon set I was able to complete thieves guild questline without a single bounty and free myself to commit crimes without losing access to crusader relics when putting infamy on gray fox instead of my own character
And 2 things that are my favorite in Skyrim about stealing: The paralisis poison/spell lets you pickpocket anything 100% of the time and you can steal stuff in front of the victims eyes by crounching and entering their inventory real fast

Actually sometimes an assasin attacks you in the wilderness in Skyrim and you'll find a note on them that says they were hired by the person you stole things from. So even if they don't react immediately they hold extreme grudges over petty theft.
Did anyone use the jump trick when trying to steal in Morrowind? You could take nearly anything right in front of anyone’s faces if you were in the middle of a jump. It just takes a little practice. Cue jumping up and down 50 times while Ra’Virr drones on with “its scent is unfamiliaaaarrr”

I remember starting the thieves guild quest in Morrowind and Habasi asking me to steal a diamond from Nalcarya. I didn't really feel like having the whole of Morrowind after my blood for petty theft and Nalcarya ran the alchemy shop. So I just walked in, legally purchased the diamond, gave it to Habasi, and proceeded on my merry way. Best. Thief. Ever.
