If you're having trouble with this part, I would suggest either using blackout and go straight to him or just place a proximity IED in front of the car.
@feathers4brains592 I don't remember. I guess I would always get surrounded by enemies when trying to take him down, even if the takedown is probably optional.
3 years late but the guy was a lunatic who tortured his victims I'm quite sure it's explained in the game so yeah I say killing him was kinda a good thing to do.
