I think, they put some water in the tank, but rain water in the winter that fills it up! PVC tank only last so long, but easy, cheap to replace vs. concrete!
should also send a mid size excavator and a dump truck up arroyos and dig multiple several foot deep catch basins in the arroyo bottom every 1/8 mile for several miles so any flash flood water is slowed down and captured . this might work like putting in beavers. would they travel up the arroyo and dig them as they drive back out.. as long as they are only in the arroyo.. it should not really effect the desert flora and fauna at least until the water starts staying instead of just running off every time there is a rain or flash flood.. this could also be used up arroyo from highways and train tracks to reduce flash flood effects washing them out.. would they need to be redug every few years. yep.. would people downstream scream water rights.. perhaps. would it be cheap to do.. mostly..

Please learn from Waterman of India Rajendra Singh. He make natural Water sources out of nature. Please don't give them plastic. The world is already dying because of plastic. Rajendra Singh also rejuvenate many rivers

Why do they have to rake up their tracks???
If wild life see it the tracks of humans they will be less likely to use the watering hole in fear of possible harm by humans.
I've seen deer, javelina and mtn lion tracks on top of my own footprints when I was hiking back out of an area. The animals don't care.
