That doesn’t look anything like a dance floor but Sven just glides on it like it’s waxed vinyl
He doesn’t actually slide on the ground, it’s special visage us dancers give from our movements. Kind of like sleight of hand with a card. Sven’s extremely good at staying level with his dance and gives the “illusion”, so to say, better than most in my opinion.

I don't remember when it was made---before coronavirus, definitely---but there was one brief shot of Sven without his signature hat. He has dark curly hair. But I think that the hat and suit are his signature look when dancing. I'm only speculating, not knowing Sven Otten at all, so please just take it as that guess.
Oh, and no, it doesn't require a hat. There are a number of pre-COVID videos in which the electro sewing dancers, male and female, don't wear hats of any kind.
