    In France, some 10 million people live in HLMs or "habitations à loyer modéré": subsidised homes for those whose income is below a certain level. By law, at least 20% of housing in every town across the country must be an HLM. But even so, demand exceeds supply. As a result, new initiatives are being launch to meet demand. We take a closer look.

    Why isn't this surprising at all? The French are notorious for their bureaucracy. Also, the Real Estate industry is not professional or stream lined like it is in the US. They do things as they were done in the Middle Ages. Apparently the French government still has a machista/patriarchal attitude towards its citizens, "government knows best." They don't bring in public opinion into the debate. That's a non starter, those people are the ones living in those apartments. It's 2019 France... get people involved in any housing decision. And, what's up with an income declaration taking 18 months to review? Are those bureaucrats lazy or what? Es de mear y no echar gota.

      perhaps you should learn how public housing works - its not so unusual those issues irrespective of the nation.

      Yes they should use the "stream lined" American housing model of gouging people for homes and then when their wages won't allow them to pay their mortgages, evict them and turn them over to the Blackstone group so they can then turn them all into airbnb's. What a fantastic system! And all the "public opinion" that such a system begets!

    Its to stop economic migrants etc Im in favour or just don't provide them to people who haven't played tax in the country for a certain amount of years
