As a Canuck from Nova Scotia, may I say that La Crosse is perhaps the most beautiful small American city I've ever seen. I love the architecture and I'm so glad it's not been destroyed by soulless looking buildings. I've never liked mega cities. La Crosse seems great in everyway. You must feel blessed to live there. I think the guy who runs Code Blue Cam has a connection within police in that county. I doubt La Crosse has more criminals than other cities. it's just that they are all highlighted on the internet thanks to Code Blue Cam

I lived in a town of about 45 in South Baja for about 3 years once, I really liked it there but everyone really knew each others business. You could think too loudly to yourself in the bathroom and when you got to the afternoon/evening drinking circle they'd be talking about what you said. Now I am stuck in a town/city of 10k as I try to move to a town of 770 which seems about right for the services vs small town feel ratio.
