The point is: Elder Kai had ALREADY said the fusion would be permanent, (Of course he wasn’t aware it wouldn’t be permanent for mortals), THEN, after saying that, he says the fusion can only be done once a lifetime, therefore, he’s referring to the fact that they can’t fuse again while fused.

This could play out on dragon ball super Heroes. There are time patrol Goku and Vegeta and regular universe 7 Goku and Vegeta in that series it could happen. Honestly Dragon ball Super Heroes is better than super.
