Dont think it should be a problem (because that's the purpose of having machines, right??) but if anyone has any info on that, I'd really appreciate it. Unfortunately, the vending machine is not operating when you arrive at Haneda. Using taxi to the central Tokyo is the right choice. If you are OK to bear the deposit JPY500(=about $3), you can buy standard SUICA at JR station. If you do not want to pay for the deposit, you had better buy WELCOME SUICA at JR East Travel Service Counter.

It depends on how long he stays. If it is just one time trip and shorter than 28 days, WELCOME Suica is the best. If he stays can longer than 28 days or he comes back Japan within 10 years, then standard PASMO and SUICA is what I recommend.
Does the physical suica card only stay valid if its used within 10 years or does it have a expiry date of 10 years in total whether it's used or not? I purchased mine 10 years ago but last used it in 2020 will it still be valid in 2025?
Your card is valid, since you used it in 2020. It is valid until 2030. The card is valid for 10 years from the date of the last use of the card, and the date of purchase of the card does not affect the expiration date.

If you're traveling with a partner, your daily budget would be around $100 to $200. So, for an 8-day trip, that comes out to about $800 to $1,600. I think having half of that in cash will give you peace of mind. But honestly, since you can easily withdraw Japanese yen from 7-Eleven ATMs with most credit cards at a low fee, you don’t really need to prepare the full amount in advance.
At HANEDA and NARITA, welcome Suica should be paid by cash. At JR EAST travel counter, they accept cash only. At vending machines, cards associated with value ticket would accept credit card. It’s not simple….

Do they have it at haneda aiport terminal 2?
At terminal 2, JR(monorails) does not handle WELCOME SUICA nor Standard Suica. But Keikyu line handles Standard PASMO at their counter.
Some videos said there are regular Suica refund machines at the airports. Have you heard of this?
