Toasters are designed to contain small fires very well. Have a pan lid nearby to smother any flames if you're that worried about a fire. It helps to have a toaster that lays flat and doesn't have rounded or curved sides. I wouldn't want to feed a whole family using this method but for 1 or 2 people, temporarily, it should be perfectly safe -- again -- when properly supervised.
