Disney would never allow such crap to go on. Get caught breaking rules, you are told to leave the park immediately. If you make a fuss, you are trespassed from all Disney facilities, including their hotels, so if you are staying in one you will have to pack up and leave. If you still act like a jerk, police are called to escort you offsite or you are arrested and taken to jail, depending on your actions. Also Disney facilities are clean. There are plenty of You Tube videos showing this.
I finally get it. There are no rules because for there to be rules, there have to be consequences for breaking them. That is why the guards, horses, etc. get so little respect. No matter what tourons do, it doesn’t matter. What does matter? Tourist money.
