Its because Cell’s Japanese VA does the same voice for all the forms while the west gives each form a distinct voice so when they localized these games they didn’t change the audio tracks.
Trunks’ Saiyan battle armor wasn’t available in Budokai 3 unless you put in a secret password. The other two bonus costumes were Demon King Piccolo and Goku with halo.

My guess is that the voice-line for Cell was mixed with form 2 lines in the script. The don't normally list in chronological order in games.
