- D-Day was June 6, 1944. VE Day (Victory in Europe) was May 8, 1945. Since the sign was about drawing fire on our fighting men, 1945 was the upper limit for the year. The Italian Campaign started in '43, so it could have been that early, but '44 & '45 were far more likely.
- It didn't seem likely that the building would be right on the beach. The Rouen Cathedral is in Normandy and is the most likely candidate if it were in Normandy. Maybe there are other historic cathedrals there, but I haven't heard of them. The Rouen Cathedral was consecrated by William the Conqueror a few years before his 1066 conquering of England, which is part of why its famous. Rouen was the Norman capital. Caen was also a significant pre-1066 invasion Norman city and it's closer to the D-Day beaches.
- Finding the D-Day beaches on Google maps isn't easy if you don't know exactly where to look. Boulogne-sur-Mer, where they guessed, is between the Pas-de-Calais and the D-Day beaches. The Pas-de-Calais was the main decoy location as it's the shortest distance to England.
The D-Day beaches are between Le Havre in the east and Cherbourg in the west.
- As for the location, I was originally torn between Paris 1944 and Cologne 1945. Cologne Cathedral is very famous and Germany's most visited landmark. Paris makes a lot of sense for sightseers, however, the German general in charge disobeyed Hitler's orders and didn't defend the city against Allied liberators. By the time English-speaking troops were in the city, that sign wouldn't be necessary.

There were Biden for President signs, which was an important hint, though catching that it was likely the 70s or 80s was good. I was torn between '87 and '88. I would have considered Dover, but since he was US Senator, not in state office, and much of Delaware's population is in in the Wilmington-area and there was a sizeable building in the background, that made more sense.
Civics lesson: Presidential elections are in years divisible by four. US Senate elections in even numbered years with one-third of the seats up for election each time as it's a 6-year term.
