I figured it out. You have to restore the workshop cars in order to access it. Depending on your workshop progress, you will have events for different cars. For me it started with the dodge viper and Mercedes 190E, then SLR McLaren then Lamborghini countach etc. just do these events then afterwards the 80 race McLaren event should appear. I hope that this helps
