Let's see: politicians use these existing fears and prejudices in order to get us to elect them (because they have funding to do so). The corporations buy, bribe, extort these politicians in order to get economic advantage.
I feel the main problem behind voter-suppression, racism, military build-up and the like is that honest elections don't bring the honest politicians any personal, economic advantage. Then they can/must groom (hobnob) voters with already existing fears and prejudices while they build their financial base (big business) which finds benefit in this suppression while it (business) demands (extorts) its agenda from them (the politicians). This is a real hole in the boat of our democracy from which it seems that the water from the leak is entering faster these days than we are able to bail-out and from which exertions we are quite exhausted. As we are in the middle of the ocean, there is no realistic option to "pull over" and fix the leak on dry land but must fix this leak (out) of democratic values and (and the leakage in) of unbridled, economic interest of the few - while existing. Basically, finding a way of limiting profits of all kinds on goods and products (a leakage-sail on the outside) while repairing the breach from the inside is the only stop-gap method of saving this boat of ours.
The Democratic Party has recently advanced the notion of unions and union organizing as a means to alter the balance and repair the leaky bottom - but this is an unfair burden on the working-class. Without congress stopping the political system from supporting on-going corruption at all levels, no amount of class-warfare can peacefully and effectively fix our leaking ship. If we, in the USA, wish to "save" capitalist democracy, the political system must do its bit and ban corporate money out of politics and political money out of the political forums (news media). Tuberville and other corporately "influenced" politicians are only flailing in their throes of demise: even the rats who are causing holes in the sinking ship also suffer and perish eventually when the ship sinks.

The immigrants actually saved the town. They moved into the empty houses, they opened up the shops and with the increased population, jobs came back.

"Not pale like me.", this is a great way of putting things. TY, Ed.
We've got the problem of categorizing statements into true or false, when, indeed, the things we say are only partly true AND partly false. "Intent" isn't any easier to categorize or to force the experience "into-formation". Our ambivalence and our conflicting interests color our stories. I'm learning not to take myself or my stories seriously, but instead to laugh at my conflicts. Yet I still get upset at the efforts of others goading me into taking sides (as if this is some sort of game) or through someone's ingenuous intent in attempting to gain my persuasion and participation.
I always taught my students that the only answer to a question must be, "It depends."

Back in the 1980's the city I lived in (Milwaukee) became one of the hubs for Hmong refugees. There were a couple other small cities in Wisconsin that also had large numbers of Hmong refugees. It was really interesting to see the difference. Milwaukee, in general, welcomed them. The Methodist Church down the street from me had Hmong language services on Sunday afternoon after their usual services in the morning and the local park even included a choir from that church in their Holiday candle lighting the first weekend in December (which lit a Christmas tree, Kwanzaa candles, and a Menorah) which celebrated the diversity of the area. I was transferred to one of those small cities and it couldn't have been more different. Rumors went around that the Hmong were shoplifters, were given so much money by the government that everyone bought a new van, and they were stealing and eating dogs. "Othering" is alive and well.

      Here's my 5 cents.
In any society based on just norms and laws, any specific allegation must be followed up by specific evidence in support of the allegation. Often quoted is the saying "extraodinary allegations require extraordinary evidence."
Vance is using trickery called "burden if proof fallacy" which means passing the "burden" of providing the evidence for a claim made onto someone else. It's a cheap trick, and vile, because in logic and reason and in a functioning society the evidence for a claim must be provided by the person making the accusation.

It is based on a true story though. The people were starving and were just trying to survive. In the story, Matthew owns a grocery store and empties it after seeing the condition of those who ate his BIG dog, feeding those who hurt him. The people were so grateful, they came to work for him and really enhanced the survival of all. It was a VERY isolated incident and occured in Canada....Calgary. it's a beautiful story.
