I think his he should be able to lvl up his special action abilities when his kit is max but all your kit has to be maxed first then you will be able to lvl up your other one like that one shows up instead of his main one

In my opinion the buff on charged alpha was needed, the only thing they should nerf about this character is the damage on his alpha a little bit

More than a bit he does more dmg at lvl 3 alpha than assault deku at lvl 9
