I think the reason why SSJ4 for Kefla was stronger than MUI was because of Kale's side, just the fact that she's so primitive in top of fusion multipliers just gave it a hidden multiplier.
She’s like Broly with that Legendary Super Saiyan constant power increase. So Kale and by extension Kelfa would be an extremely dangerous threat with Legandary Super Saiyan 4
