Arthur ends up killing and robbing so many people throughout the story. Not to mention beating a sick charitable old man to death, telling him he should sell his wife and shooting up pretty much the entire town of strawberry AND valentine. He does some good things, sure and he's the main character so naturally you have some sympathy for him, but I don't think you could call him a good man.
