I'm not pro on this, but since it's still CBT and there's a lot of free monsters, just go with the higher level monsters you got. If you will play low cost monster make sure it's level >5 , you can spam low cost monsters on late game.

If you got lvl5 Valkyrie or lvl5 dragon then go for it. Hehehe
