There is such a hugely diverse set of descriptions and interpretations for each of the wbs levels, all contradictory, we could argue 'words' until the cows come home with no resolutions, appreciate your comment, the important thing is the basic principles are understood for the wbs to be constructed correctly, the labelling people are intelligent enough to work this out for their own specific situation.
