It's called "Swing and Sway". The idea is for the far away optics when you to (GET READY CAUSE HERE I COME). It's a signature for those plumes to "work" as an accessory and not just be decorative.

@StevenHoliday It's similar to how some bands (SU) would do a hard flash-turn during drills when they hit a yardline. (Well, when they did " back in my day." ) Wow, I just had a " get off my lawn" moment . Hahahahahaha
