  • A wave of authoritarianism is churning from East to West and assailing civil society. Autocrats are threatening democracy, while their regimes portray NGOs as Trojan horses for foreign interference.
    The resurgence of authoritarianism is impacting countries across the globe, no matter what their form of government. "In the Crosshairs of the State" documents this worldwide phenomenon using the examples of India, Russia, and Poland and shows how civil society is being repressed, and what impact this can have on the future of democracy.
    When populists and autocrats wield power, the first victims are civil liberties. However, regimes aren’t stopping at attacking and imprisoning activists - they go as far as criminalizing entire groups and freezing their funds. These governments are increasingly targeting NGOs and other players in civil society that demand democracy and assert human rights or protest about social grievances and environmental destruction. The methods of choice are defamation campaigns, repression, and criminalization.
    In the past few years, certain countries have passed over 60 laws specifically aiming to systematically impede NGOs’ work or completely put an end to it. The root causes are wide-ranging, but it all boils down to rulers’ desire to remain in power and protect their economic interests. Beyond authoritarian wielders of power, democratic governments are increasingly clamping down on independent and critical players, too.
    Are we experiencing a full-on global assault on civil society? What happens when the driving force of democracy - the people themselves - is silenced? How can we counter this development? Film director Sebastian Weis investigates these question, relating the situations in India, Russia, and Poland chapter by chapter, with each country representing an overarching issue. India faces environmental destruction, Russians are seeing human rights be eroded, and in Poland women’s rights are under attack.

      @@maksimnikiforovski2034 films shape the way people think. It is an act that is not played on screen. You don't have to realise that you are influenced by the film, you just have to be influence. So, even if people watch and forget (which they usually don't), films take a room in their sub-conscious mind. Films are not mirror, they are pseudo-mirror. It appears that they show the society the way it is, but in truth they shape the society.
      Also, in many countries, films stars have been actively involved in politics and even taken powerful positions.

      Democratic society is that every citizens have same rights of freedom of speach, right to vote and protected by the law. Free citizens have the obligations to respects the constitution and take responsibility to guard the freedom they enjoy. Democracy is a fragile institution and needs well informed voters , who uses ommonsences by getting multiple and diverse information and analysing them objectively so that they are not misguided by charismatic demagogues by false information.

      @Quote Oh cute, people who think we have democracy. Democracy means "rule by the people". So let me ask you, how is representative democracy not an oxymoron? Switzerland is the only true democracy i know about, you see they vote for laws not for people who can legally brake every promise they ever made during an election without consequences. That is why people are loosing their rights, their money and their dignity in these "democracies". Not because they voted for it, but because those in power just took it away, bit by bit.

    Some notable autocrats like to trumpet "Freedom" (whatever that means) but when people are expressing that same freedom to call out wrongdoing, those at the top are ruthlessly clamping down on their freedom.

    You should also talk about how both the US and the UK have made new laws punishing and limiting the right to protest and the US's assaults on Julian Assange and other whistleblowers. Plus the US is currently exercising widespread voter suppression as has the UK made attempts recently. Why only cover countries that we expect this from? Did someone tell you not to cover the others?

      @@markdickson3820 I don't draw any equivalence between USA governance compared to most countries. For one thing, America is obviously a failed state. The country is hopelessly suffocated, corrupted, de-educated, increasingly impoverished, incarcerated without a jury trial, poisoned, robbed of constitutional human rights, homeless, irreparably indebted, and thousands of us are murdered by unaccountable police annually.
      A lot of those other countries actually provide healthcare and social safety nets to their citizens.
      China eliminated poverty in their country.
      America took the approach of eliminating the poor by killing us off for profit.
      Progress and justice is more attainable in the nations you're judging than in America.

    Democracy does not always work. You might think that giving one person one vote to elect a leader is a good idea, but most of the times, voters choose based on emotion, and not knowledge, and would usually lead them to choose someone who promise them the moon and the stars while having no idea about proper governing.

      "Live and Let Live" ...I guarantee that the vast majority of the people causing the issues define "live and let live" as "you have to let me be me, even if I'm not willing to let you be you".
      "Live and Let Live" would be great if everyone thought that meant "leave people the hell alone, mind your own business and live your own damn life".
      But there are soo many people who just can't do that. It's one thing if you're chasing a murderer or someone trying to set themselves up as a dictator, but when you're chasing down colored people or telling people they can't be themselves because something that has nothing to do with you is something you find incredulously offensive then YOU ARE THE PROBLEM. We just need people to stop being assholes on both sides of the political fence, but these people thrive most when they have drama to throw up and blind you from them stripping power for themselves throughout the system. Because those who scream loudest on any political side cares far more about the drama than the solution, or even attempting to find a solution.
      "You can't do that!" is not a remedy, it's an observation. Put up or shut up. If you have nothing to offer other than "that's not right!" then stay out of the conversation. If you have no solution to the problem than your input is useless.

    Dear DW! Could you please make a documentary film about the dictator of Kazakhstan, nursultan nazarbayev? I would like to ask you to tell about his crimes against his own citizens, particularly about the massacre in the city of Zhanaozen, which was ordered directly by him.

We can easily organise referendum, the executive is better separated from the legislative. Given the DE history they should actually sit quiet. Switzerland is more pragmatic, and if every country could be like Switzerland, not influencing other countries the world would be a better place.

It’s easy to say this from your perspective when in your country people are actually deciding about laws and rules in the Cantons and country… I am from fkng poland and I live in Switzerland - my country is literally taking away basic human rights from women and protests are attacked by police and army… and I am pretty sure if people could vote in that matter - there wouldn’t be any problem… At this point Germany is helping people in Poland which are in danger because of authoritarian government.

    Majority in India beleives that NGO hinder the economic growth and create unnecessary hurdle, also there's a lot of foreign funding involved there. Touching upon sand mining, that is one unfortunate thing not many people talk about, because it usually does not impact them individually, very apparantly. Also, these sand mafias have strong political connections across all the political parties, equally. BJP is no different.

One such case ia that an NGO filed a plea against govt on constructing roads and boosting infrastructural works along the china border. But the road construction is very important to deploy troops and missiles . This is not the only case various NGO's has protested against developmental work and there are also reports published THAT many NGO's are funded by foreign nations or groups to run their agenda in nation .

      Economic policies don't really distinguish an autocratic state from a democratic one; we've seen that with China. China is without a doubt a capitalist economy just like the US or the EU, for example, but its social and political policies are definitely authoritarian.

      Let us allow ourselves to be honest for a second here. Given on what I've seen for 40 years on this Earth from both sides of the fence, one should reason that both systems are mad, and yet Capitalism is by far and beyond the most autocratic system there is. Even Hitler's got nothing on capitalists, as far as totalitarianism goes, both politically and socially, especially the latter.
      Communist dictators at least protected children from this social nightmare we see today. Greenpeace has been exposed by its own founders for having lost their original message, and by those who are equally concerned over the environment as selective opportunists who have worked alongside corporations for profit in many lavish and expensive music festivals over the years. Amnesty International has been exposed as a hypocritical organisation that lied and attempted to cover up its own internal scandals relating to the Abuse of its Employees whilst accepting funding and backing from the United Kingdom's own Parliament. The International Red Cross is more concerned with protecting their copyrights that they're willing to sue smaller, innocent and unrelated parties for the crime of using A RED CROSS in other media.
      And again, people STILL wonder why Autocrats are winning. When the answer is pointing all of its fingers right back at the same hypocritical losers who've abandoned the very values, pillars and merits democracy has possessed in the first place. And if you ask me, they DESERVE IT! Everyone does.

In another country, Donald Trump would have been re-elected. Look how the Peronist get re-elected in Argentina. Democracy is the majority good, not the common good just to show the difference of outcomes. Democracy does not work. It is actually the people who defy their constituency in a democracy who keeps the system stable and running. They might run on Marxism, but once in office, they fail to deliver promises, because they act on what is best for the country. In other countries, democracies bring in populist who deteriorate the system by making true their promises and this is how you get certain countries like you see in Latin America.

    This take on civil society as a cornerstone of democracy is rather misguided. Most large scale NGOs are funded by bilateral (country) donors and the structure of each country's grant making system is designed to protect their own interests in a particular country or region. While the filmmaker singles out some hardworking local organizations--that exploit the desperation of the local population as labor--these local NGOs are typically umbrellaed under a larger international NGO for marginally funding their local activities--little changes if you chart progress over time--despite teh sincere intentions of many local activists. A healthy civil society is organic, comprised of locals and has adequate funding with few constraints, other than transparency and accountability. Civil society today is largely composed of large scale grant mills that provide jobs and opportunities to the upper end of the hierarchy and exploit cheap and unpaid labor locally to stage a semblance of community action that is often not at all what the local population believe is in their best interests. DW truly needs to take their critical view of civil society to the next level. This day in age, it is rather embarrassing to view piece that is so steeped in naïveté.

    I live in Serbia, for past 10 years we have autocrat rising in power, again. Worst thing he have open support from EU almost all the time. Many people lost faith in EU and Democracy when they see this happening. He got to power with help from EU, held it long enough to take over almost all medias and those few that are not under hes control are being called foreign agents that are working to destroy our country... All we already saw in 90s from Milosevic.
    Now, with all the help he got from EU, I would like to ask , as it seems he is getting out of control and some western politicians starting to call him out, how will it end? Will we get sanctions again, or maybe even get bombed again? Is the common people one that will take beating again in order to get him down?
    Why is this allowed? Because of Kosovo or what? Was hes excuse to west that he first need total control in order to surend Kosovo?
    Some dark days are in front of us with all the right wing rising all over the world, democracy is in decline, bad people are leading those who should fight against it, neoliberalism is nothing but the pit full of corruption and money is only God that does people know.
    Shame will not be on Serbian people again or even our autocrat but on those who let him become what he is today.

    This is a good reminder for all whether your country has the 'democracy' label or not. Some of us in the 'developed' nations have grown complacent over a few generations as well.
    Illiberal democracies are especially troubling as they necessarily imply capture of the institutions that we rely on. It appears that we all must relearn past lessons in the next decade+, regardless of where we are in the world..

      it depends on the country you're referring to, can the opposite not be said about 'progressive' or 'liberal' ideals being treated as thugs in countries like russia, hungary or poland for example? you could argue that a country tends to favour the type of ideologies that the majority of people in said country adhere to and therefore are more likely to censor activists who are in opposition to that. which would mean the US, UK etc are overall left leaning countries whereas russia, hungary and poland are closer to the right overall.

Hence activism, in a democratic system, functions not as a means of highlighting social or moral evils but as an undermining of democracy since, in my mind, democracy is by definition a mechanism to accommodate radically diverging points of view on the nature of a just society.
      Furthermore, activism implies a rigid moral stance on controversial issues that by nature are divisive. Action breeds reaction, a cycle of 'wounded', egoistic accusations of injustice will be leveled. By whom to whom is not important, the ensuing of division is. Democracy requires consensus not militancy.

      Capitalism is all about generating the most amount of profit as possible. Most, if not all countries still follow the model. Redistributing wealth isn't a new phenomenon. It just so happens the rich benefit more from it, like they always have. USSR was a unique experiment. There weren't a lot of rich people there, and still they flourished as a society, despite some of the horrors that did occur.

      There's a huge push towards digitisation and direct benefit transfers along with removal of many unnecessary human hands in approval of paperwork like pensions passports etc.
      In India corruption occurs because of too many underpaid/ greedy bureaucrats.

      I'd say it's 50/50. As a volunteer (self-funded) in a developing country I saw a lot of good done, usually dependent upon how grass-roots the NGO was. Local groups running on a shoe-string were the most effective because they were trusted. International groups, even though well-meaning, waste way too much on administration and absurd ex-pat salaries.

      Chances are if you look at your life and really think about whats wrong and what might be causing it, you'd realize, all your problems could be solved by rallying on the local level.
      And you also have a slight advantage, as people tend to be inherently disinterested in local politics, meaning your vote counts for more.

    As I watched and listened closely to this presentation i realized how close my country, the United States, is to becoming like the nations spoken about here...American is teetering on the radon's edge of becoming a democracy only on paper; it gives me pause to ask: with such similar tactics being played-out globally, how can such proliferate without much behind-closed-doors strategizing amongst nationalist leaders the world over...it can't. So I am led to believe that many of the international peace and environment conferenced, COP26, being but one example, along with perpetual, ongoing meetings within the United Nations buildings in NYC, and other places, are mere covers for those that wish to restrict egalitarian human desires...we are a deeply flawed species, more and more I wonder if it is even possible to survive these flaws.

      It's corporatists, aka dark money. This isn't new.
      They've been gobbling wealth and power before and since they plotted to turn the USA into a fascist government by ousting President Roosevelt.
      Congressional investigations took place and evidence was obtained, but held no one accountable. Which was wrong.
      All this will pass and right itself. People will unite when the extremest realize they've been seduced into being pawns, serfs, etc. That their "ideals" are really not their own.
      Meanwhile, like Roosevelt did, there needs to be very strong anti trust laws again. That would be a good place to start.

      @@jhova247 Alternative is socialist policies by democratic government with mixed economy. Infrastructure industries, health, education, housing and mining should be under Government. Supply of essential commodities, should be run by co-operative sector only. Corporates should be only in manufacturing of luxury goods. Where the question of communism comes into picture? Communism survived in China because of it follows socialist policies or would have disintegrated longback. Nobody wants communism. In any political system, be it democracy, Communism or Autocracy the system fails when the government fails to keep its citizens happy. Globalization and capitalism has been imposed simultaneously by superpowers in majority of countries, this has led to corruption and forcing autocrats on countries to implement Capitalistic policies has led to large scale unemployment and people are living hand to mouth. Corporates are becoming richer and common man is becoming poorer.

    If allowed, personally believe that is not the autotharianism that is preferred but is the dire state of democracy system on our countries with majority of politicians interested only about their personal interests and theirs sponsors welfare and not that of the majority of citizens or the national interest of the country.

    Democracy is autocracy. It's just an autocracy of many where the autocrats are invisible and unaccountable.
    If a dictator passes a bad law, the dictator is accountable and responsible for the social change it creates.
    If a bad law is passed in democracy, responsibility is infinitely outsourced down the chain of command.

    It is my opinion, autocratic regimes are seen as more focused and functional than democratic systems.. .. it’s true democracy is the best of all systems, but when left to long without challenge it stagnates and gets stuck in the fog of politics.. it takes a dictatorial or autocratic system threatening their comfort to keep them motivated to produce momentum.
