Honestly, it's a combination of factors. Jiaoqiu can apply 2 debuffs. One from his kit and one from his LC. There's also the debuff that Dr. Ratio applies. E2 gives additional damage based on the number of debuffs currently active on target. On top of that we have RMCs True Dmg multiplier which is broken af, and my Robin is E2 as well. That being said, I've seen plenty of 0 cycles using E0 Ratio. He was always a great unit, it's just people thought free=bad.
