hi sir, A is the area of the outlet at the point of discharge as per API 520 Part II. The area is referring to ORIFICE AREA or PSV OUTLET AREA (e.g. 3" outlet size, and the valve diameter will be 1.5", so the area will be 7").

Yes, we can take tapping from horizontal also except for cryogenic liquid lines.
