Even me, having been only a smash fan, not playing a single Street Fighter, I ended up coming across this song at some point and it Instantly stuck in my head as one of my favorites. The legend of Daigo only further solidifies where this stage stands in the 90s to early 2000s generation. This was our moment in time. And it will stick with us for as long as we live.
I'm not a music expert, but I think it's an Alto Sax that leads in the 1st mix accompanied by a Tenor Sax, then the Tenor Sax plays the lead in the 2nd mix accompainied by the Alto Sax, then at the start of the 3rd mix, the xylophone takes the lead for a short time. Then everything else joins in at the end.

It's kinda weird that Alex and Ken were given the same stage in 3rd. I mean, Ken's filthy loaded. All of his stages up to that point were on luxury liners. Now he's in a filthy dimly lit subway spraying his name on the walls with Alex. Really? Doesn't he have a company he should be buying out? Or is he just bored and likes to dress up working class at night?
Third Strike had too many characters and animations which left the developers without much space in the CPS3 version, so they had to save space by making the music in the CPS3 version lower quality than 2nd impact and New Gen, they also made some characters share stages with some re-colors to save even more space (To get recolor they just changed a few color values and that's it) So that why Ken is in the subway.. Basically just to save space.
Years back, when I had this on DreamCast, I recorded the songs via AV cables, and mixed them in Audacity. I uploaded them to YT, then someone commented that my tracks didn't have a bass to them. Sure enough, they didn't. And I had them transition so perfectly. :-(
After defeating Gill in the events of SF3, Alex would return to the streets of NYC. Over the years, Alex would rejoin the wrestling circuit and dominate the East Coast Wrestling scene. Perfecting his street fighting and wrestling skills, Alex would become one hell of a champion wrestler, but also a bare knuckle fighter, winning championships in that as well. Down the line, he reminisced about his battle against Ryu, whom he lost to years ago. He also thought about all of the opponents he faced in his younger years. One night, while sitting at a bar, an advertisement would come on tv, about the Street Fighter 6 tournament coming up. Feeling that he wants another battle with his old rival Ryu, Alex, craving the competition, decides to step back into the SF Ring to show some of the newcomers his skill. Outfit for Alex Green Cargo pants. Red Bandana with face paint like he had in SF3. Timberland 🥾. Red lumberjack hooded jacket. Red & Green Gloves. Vanilla Ice like haircut. Full beard. Hoop earrings.

Yeah. Street Fighter 4 went cartoony. But it's successful because it's nostalgic to some people to see it exist finally in the newer gen games.
I mean the 3D gameplay is cartoony animation (short bodies, stretch motion, colorful flair). The anime cutscenes don't really make them cartoony.
