Honestly, fictions are supposed to be free from the script. After all it's all head canon. If a fiction is made that mostly sticks to the original script, it will hardly become a fiction, and the most important factor, it will hardly be enjoyable. Because in the end, fictions are created so that people could enjoy them to their fullest.

That's literally how it works. Hokage is really just a title to be honest, the real power is the council, at least in terms of politics. The Hokage only really has power equal to two council members but the majority always wins and thus if the other council members wish to deny the Hokage, they have the ability to do so, even if he's the head of the village.

No as far as I remember, there is no connection with Bleach in this series whatsoever. So unfortunately, Naruto won't have Bankai or kido as you suspect.
