Any tips for making rectangular holes? Is it CNC or bust?

Drill 4 small holes in each corner, use a dremel disc cutting wheel to cut from hole to hole. And in no time you have a rectangular hole

And if you need sharper corners than @schassis_eddi 's suggestion, get a (cheap (Harbor Freight)) set of small triangular hand files

Or you can use a nibbler for thin material
