Tell me how to make sure that only the balls inside these circles rotate?

To make only the balls inside the circle rotate, you need to create a component of one ball and 3 variants. Rotate each variant by 90 degrees in the same direction. Prototype all 4 balls using smart animate to your desired speed. Then you can use an instance of that component for every other balls by changing the logo. Lastly, you place it inside the lines of circle.

One method is to use "while hovering". So whenever the mouse enters the rotation animation it stops until the mouse leaves. You will need an extra frame for this action.
