It blows off any excess caked on chalk. I tap my cue butt on the ground after chalking sometimes on heavy English shots to do the same thing. Caked on chalk can make your cue slip like a miscue, not as often as no chalk but I've had it happen.

I do think it is interesting that you ( @jason2smooth839 ) find it as being cocky. This same conversation happens with Earl Strickland. I think he is a not very nice person, but some say that is just who he is, and their is nothing wrong with it.
