Ghostcool 05 it is obtainable and still operates as a normal cop car - you can do vigilante missions. It's the only cop car that you can respray as well.

It's almost as if Rockstar watched Miami Vice and felt like they wanted to add a different theme for it, but opted for it for GTA:Vice City instead
