    Is there a way to view a stress concentration factor within the software or is the only way to use the max stress to find it using the equations?

      I doubt that's possible as there is no easy way to tell Abaqus what is the bulk stress

    how would I draw a 100 x 100 x 4 thin plate in 2D and if I have used thickness 4 along y-direction and length 100 along x direction for a 2D model, what value should i input for plane stress thickness in section ?

      From what I understand, you are looking at the cross section of the plate. You'll have to input 100 as the plane stress/strain thickness but most importantly, you'll have to use plane strain elements e.g. CPE4, CPE4R, CPE8, CPE8R
