I live in rural PA, and if anyone left bulk garbage out like that, neighbors would likely to catch it on fire anonymously just to teach the person who put out a lesson about proper trash disposal. Or at the very least, the garbage culprit would be snubbed at all the local church-related baking events...and there are A LOT of local church-related baking events.

We need to reinstate the anti pollution campaign in public schools. The whole, "Give a Hoot, Don't Pollute" thing we had in the 70's. Teach them young. Then we need to have a more comprehensive refuse collection and recycling program.
It's amazing. I live in rural Hawaii, where recycling and not littering are especially important. There are very convenient recycling centers and garbage receptacles all over, and people still throw garbage all over the place. Beaches are littered with cigarette butts, parks are dotted with rubbish, roadsides are strewn with soda cans and fast food bags. It bothers me.
We need to make a tunnel underground that’s aesthetically pleasing and leads to any place Coco would want to go. That way she can avoid annoying people, bulk garbage, and stolen shopping carts.
People in Mexico and other countries in Latin America also put their bulk items out, usually in front of a store, so that they don't have to pay the fees. Another place is along the freeway.
