@@mdabusiyam PRIMIS has above 90% coverage. There isn't any threshold for a good fill rate. The Networks that have higher CPM, have lower fill rates. You should try to optimise your account towards revenue. If Network, A Pays gives me 30% fill rate at $6 CPM, whereas Network B gives 3% CPM at 90% Fill rate, I will prefer Network B. This example can be flipped the other side, as well. So, my recommendation is just measuring the overall revenue.
You will have to use Pass-back Tags. Request PRIMIS to pass-back to the Pass-back Ad-units in your GAM if they don't fill. Then Target those pass-back back units to other line items.
