Here in Los Angeles Cali the local casinos are really rigged lol but they do this system too. A normal person can play the bank and they play those chips instead of the casinos bankroll. So when they take your chips or pay you they pay you out the tray and not the dealers middle chips
There are no table game supervisors or an actual "pit" as you say.. the tables have a banker.. the banker watches the dealer and the eye in the sky watches the banker..
