There are many reasons behind not using screened cable, few of which are given below -
*Unscreened cable is less costly, whereas screened cable is more costly
*in RE area, AC Induced voltage is less in unscreened cable and more in screened cable
*Induced current is more in screened cable and less in unscreened cable,
* Unscreened cable is made of PVC which is more reliable, durable and do not catch moisture easily, whereas screened cable catches moisture easily.
* Screened cable is difficult to Joint (needs special joint)
Whereas, unscreened cable can be joint easily
*Screened cable termination is difficult whereas unscreened cable is easy to terminate

I think sequence is different in different division or zone , mostly sequence is taken from outside not from inside in most of the divisions, for reference, you can check from Signalling book, counting is given from outside. in your division counting would have been taken from inner side for the sake of their convenience or some other reasons
