Got whiplash from seeing my privateering guide at 2:00, glad it was helpful. Also, the list should've included the Letters of Marque issue for nations with Parliaments.
If you were to continue this playthrough, you'd actually be in a good position to achieve (close to) maximum privateering efficiency, since only Muslim nations can achieve the theoretical maximum by getting the +30% ship trade power of Kilwa City
