I think a lot of viewers are too young to realize this episode is about about the Romani people. They face some nasty racism, especially the “they’ll steal anything not nailed down” line, which is a common sentiment towards them. It’s why throughout the episode he was constantly being accused of being a thief :(
What Rafael just did is what people on the race track would do if there is a runaway racehorse like Prancer but usually if there is a runaway race horse on the track there is no jockey on the horse I've seen a lot. And I do think they do not have horses who don't race but they do have lost horses laid out the other horses before the race going to the gate . And then some of them would just stay on the track to catch the runaway race horses
