To be honest I think the artist had to have known the logic of a tourniquet cause it even has the little lever inside of the plastic lip, that said this is accurate to video game logic, so it might have just been for coolness factor rather than real life accuracy

From what i know the only bloodflow would be from the hand to the shoulder due to muscles pumping it
