For what concern the customer engineering approval do you mean the drawing approved and signed from customer or you mean the design release like EF and BMF ??

The Customer Engineering Approval doesn't concern the drawing approval only, but all the changes including (Drawing, Cost, impact or risks...ect), when you are submitting the Engineering change request to the customer including all the items, you have to receive firstly an approval from the customer that they agreed to implement the changes requested. Then you can start the development of the change, it could be even a full APQP or just a PPAP submission depending on the change impact
