Did you turn your pot to far end to check if your fan can slow down to the point of stop spinning? That is what happened to me. If you did the same, we can assume that this is fire hazard. It should be used for experiment only.
Depends on the fan and the potentiometer. A 1.0 watt rated potentiometer would work fine on a 0.5 watt fan without the transistor. if the fan power is higher than the potentiometer rating you can get smoke out of the pot.
