Old-timer DDR player here. I recall the first three mixes having a non-specific method of ranking their difficulties and it was always down to whoever made the chart to rate it. Anything above 8 would either have crossovers that were deemed trippy and/or complicated, or would incorporate something that was unique at the time (see In The Navy '99).
It's an 8-foot song because, besides how stamina-draining it is, there are some VERY nasty step sequences at the end... you sort of have to turn 90 degrees to the right in order to hit the sequence at 1:19 correctly, and then turn 90 degrees to the left to correctly handle the crossover that follows a few seconds later. Hitting the Right and Up arrows with the same foot at 1:19, while it means you face forward, leaves you in the wrong position for the crossover. It's a lot harder than it looks.
Also, earlier DDR mixes punished a player A LOT more than DDR today. DDR 3rd Mix Last Stage: Miss two steps? You might as well fight for your life to not lose. DDR A or 2014: You can miss plenty of times and still not be close to failing.
Near the end of the song with the nonstop 1/8ths, there is a small series of cross over steps. I think that might be why it was rated an 8-footer. When I first started playing this game 12 years ago, this was one of the main songs I played to get better on SSR/Maniac. Sometimes, I would have trouble reading the end because I wasn't used to cross overs yet. Even with Vivid enabled it was tricky! (No speed mods back then of course lol.)
They don't make charts like they used to. A lot of the more charts just has a bunch of steps but didn't feel like it was grooving with the song. To me, 3rd mix is still at the top of both difficulty and enjoyment.

The real "Devil-Zukin"🩷✨ I remember a censored version where it was called "Evil-Zukin" And they remplace her pentagrams for a stars, Devil-zukin always reminded me of Kuromi!!

Difficulty is an operator setting. Your machine might've been higher difficulty to get more money out of customers.
