First you need to update file as its no longer exists after 6 month Then change the location from abudhabi to dubai You have to visit any dubai driving school and ask for transfer of file fron abudhabi to dubai. If they accept then update file and change location

No not at all. You can drive. You have 24 points of license. If you do some accident you got some black points which will be deducted from your license points. For the first year you got black points more then 12 points it will be possibly hold for some days Now luckily you can pay the fine against your black points. Now no one can snach your license. Drive carefully not for safty of license but your life and your loved one.
