One extra thing I’d like to point out: After re-watching this video, I noticed some of the NPC’s must have the move sets of the scrapped characters. Specifically the Cop having Bradshaw’s finishers (Powerbomb and Clothesline From Hell) and I think Green has William Regal’s move set (Power Of The Punch, and presumably the Regal Stretch too).

Michael Cole is actually in the ps2 version he appears at wrestlemania in a match for the smackdown tag titles not sure how to get it exactly but it’s happened to me twice maybe if you don’t have a match at mania, he only plays in tag title matches or the tag title stories even if you play as his tag partner, he’s never on the official roster or rumble match but you can keep the belt on him if you play as his partner, he will have no entrance but has an animation when you win tag match
If i had to guess, i'd say they just didn't have time to finish the models, that's why there's nothing there. Warrior and Hogan on the other hand have pictures and stats because they had to go back in and remove them due to legal problems. That'd be my guess. This game did come out fairly early in the year.
Jeff Hardy was fired due to a drug related problem this making him cut. Ultimate Warrior was cut due to his desbute with WWE. I don't know about why Hulk Hogan was cut from the game. Maybe for a similar reason to Ultimate Warrior. Correct me if I'm wrong guys.
all of the unlabelled npcs seem to have removed characters' movesets, which makes me kinda wonder why they aren't just attached to those removed characters completely, since in theory you shouldn't be able to access them anyways

I know this is over a year old, but Red has Regal's moveset. Green has Al Snow's moveset.
