I think normal type includes typical animals like deer, so maybe she'd be normal/fire type. If it comes to it, she can still learn some moves outside of her typing to use against the other VOMS members.

Good thing Pokemon usually can learn moves from other types, like Charizard. If she can learn Earthquake, she could make some serious damage
if tomoshika evolves in fire/figth , she can beat ryugon/earth part
some figthing types can learn punch attacks especialy thunder punch , with that she can face the water type too
against electric powerfull fire moves was enough
